Getting very bad performance, using java x64 with 3g. Other mods on 1.7.10 are fine

Okay should there be any recommendations cause i have 8 gb ram computer have 4 allocated and get 3 fps.Is there anyway to make it faster.

the max gb ram my laptop has is 4 gb ram and i still have 3.82 and i have like 50 to 60 games and like 35 modpacks installed
this is a post message system, not a quick chat system. send all your text in 1 message, do not spam multiples for something that can be cleared in 1 paragraph
than java settings than memorry tnat choose 2 gb

Well i do all that and there is 1 gb and some mb but no 2 gb on there.

ok i load up the modpack and then a pop up shows up saying that i have 1 Gb ram when i have 3.82 and i have 64 bit java and 32 bit java and i've tried every thing i could think of to fix this so if anyone can help me please say something so that i may play with my friends and my sister.

Man if it stuck on 32% just close everyfing but no launcher and wait 15 minutes. It's downloading save. ( The biggest file. ) Just wait.
