How do you download this pack onto your technic launcher?

So I am trying to down load this so I can install pixelmon mudpack on my Minecraft for my 6 year old son. I think I have done everything, but every time I try to download the app java (which is requested I down load) opens and it sits there with the blue monkey wrench in the middle of my screen. I can't get it to work. Technically challenged, but frustrated.

Hi there! I'm here to help- uh I hope I can.. You first have to download the tecnic pack and install it before you do anything. Then you can open the application and type in "Pixelmon_pack" in the little search bar in the application. You must click install and wait. Once it's downloaded your son can play I hope this helped!

I also have this problem with the blue symbol in the middle of my screen.

i just tried it install this and this came up: Error downloading a file for the following pack :Pixelmon_pack Failed to download http://192.99.18.18/Pixelmon.zip Please consult the modpack author
